Under Article 43 of the Academic Regulations of the University of Minho, international students are those who do not hold Portuguese nationality.
This definition does not apply to:
a) Nationals of a Member State of the European Union;
b) Family members of Portuguese nationals or nationals of an EU Member State, regardless of their nationality;
c) Individuals who are not nationals of an EU Member State but who have legally resided in Portugal for more than two consecutive years as of 1 January of the year in which they intend to enrol in higher education, as well as their legally resident children;
d) Those who, as of 1 January of the year in which they intend to enrol in higher education, benefit from equal rights and duties under an international treaty between Portugal and their country of nationality;
e) Applicants seeking admission to higher education under the special access and admission schemes regulated by Decree-Law No. 393-A/99 of 2 October, as amended by Decree-Law No. 272/2009 of 1 October.
Admission Requirements:
Applicants may apply for the PhD programme (in accordance with Article 128 of the Academic Regulations of the University of Minho, available at www.alunos.uminho.pt) if they:
a) Hold a Master's degree or a legally equivalent qualification;
b) Hold a Bachelor's degree and have an especially relevant academic or scientific curriculum, which is recognised by the Scientific Council of the School of Law as demonstrating the ability to undertake this programme;
c) Possess an academic, scientific, or professional curriculum that is recognised by the Scientific Council of the Organic Unit of Teaching and Research (UOEI) as demonstrating the ability to undertake this programme.
Recognition under points b) and c) above grants access only to the PhD programme and does not confer equivalence to a Bachelor's or Master's degree, nor its formal recognition.

The 3rd Cycle of Studies at the School of Law of the University of Minho includes a Doctoral Programme in Criminal Sciences. This programme aims to develop research skills and provide solid advanced training. It is divided into two major areas of specialisation: Criminal Justice and Criminology.
The PhD in Criminal Sciences has two strands: one with a doctoral programme and another without a doctoral programme.
The taught component lasts for one semester (30 ECTS), which in the academic year 2025/2026 will correspond to the first semester.
The strand without a doctoral programme is developed under a research regime, with tutorial supervision by a supervisor, culminating in the submission and defence of the respective thesis.
